Abstract

This review presents an overview of the S&T sector in Bulgaria and its links to education.  Topics covered include the legislative framework; institutional arrangements for research and teaching; budgeting mechanisms; regional and international co-operation including EU policy initiatives; and the impact of brain drain and ageing on human resources.  Sample case studies and best practices in S&T policy-making are provided to illustrate the analysis.  The final chapter includes a series of recommendations.

Abstract

Thomas Holden presents a fascinating study of theories of matter in the seventeenth and eighteenth centuries. These theories were plagued by a complex of interrelated problems concerning matter's divisibility, composition, and internal architecture. Is any material body infinitely divisible? Must we posit atoms or elemental minima from which bodies are ultimately composed? Are the parts of material bodies themselves material concreta? Or are they merely potentialities or possible existents? Questions such as these -- and the press of subtler questions hidden in their amibiguities -- deeply unsettled philosophers of the early modern period. They seemed to expose serious paradoxes in the new world view pioneered by Galileo, Descartes, and Newton. The new science's account of a fundamentally geometrical Creation, mathematicizable and intelligible to the human inquirer, seemed to be under threat. This was a great scandal, and the philosophers of the period accordingly made various attempts to disarm the paradoxes. All the great figures address the issue: most famously Leibniz and Kant, but also Galileo, Hobbes, Newton, Hume, and Reid, in addition to a crowd of lesser figures. Thomas Holden offers a brilliant synthesis of these discussions and presents his own overarching interpretation of the controversy, locating the underlying problem in the tension between the early moderns' account of material parts on the one hand and the program of the geometrization of nature on the other.

Abstract

This book is a guide to writing scientific research proposals for submission to funding agencies. It approaches the topic by placing it in the larger context of planning and carrying out a research project, offering guidance on selecting a suitable research topic, organizing and planning the project, identifying a funding agency, writing the proposal, and managing the funded project. The book also discusses the ethical responsibilities of the researcher, the proposal review process, and how to deal with declination of a proposal. The author's 25 years of experience as an NSF program officer lend the book a unique insider's perspective on the proposal writing and research funding process. Because of that experience, the author is able to anticipate and answer the questions that researchers most frequently ask when preparing to write a proposal, and also to explain how program officers think about proposals when they are making funding decisions.

Cet ouvrage se veut une lecture rhétorique de quelques problèmes-clés ayant marqué la période qui s'étend des débuts de la révolution scientifique du XVIIe siècle (Kepler, Galilée, Descartes) jusqu'au moment où, au XIXe, une autre se prépare (Carnot, Maxwell).Une telle sorte d'analyse se fonde sur le fait qu'avant d'intervenir dans les efforts de persuasion, certains schèmes « poétiques » (récits d'expérience de pensée, images récurrentes, etc.) sont déjà présents et actifs dans la formation et l'acceptation de toute représentation nouvelle. C'est pourquoi la « rhétorique profonde » que nous propose ici Fernand Hallyn ne se contente nullement d'éclairer les procédés de la science qui interviennent dans la communication de positions, de démarches ou de résultats, mais vise d'abord à étudier ses formes d'invention et de découverte. Saisir la démarche scientifique en train de se faire comme un cas particulier de la problématique générale de la créativité - bref explorer plus avant la voie ouverte dans La Structure poétique du monde - tel est donc l'enjeu de ce volume.
